The Doncaster Drainage Commission was established to investigate the escalating conflict between the rapid expansion of the South Yorkshire concealed coalfield and the critical surface land drainage infrastructure of the low-lying Humberhead Levels. As deep-coal mining operations intentionally caused widespread ground subsidence, the flat, agricultural landscape of the Doncaster area faced the catastrophic threat of becoming permanently submerged. The Commission was tasked with designing a novel legal and engineering framework that could balance heavy industrial mineral extraction with regional flood protection and land preservation.
